Make a right click 'toggle on/off' option in a players tool belt, over top of the harpoon icon. If you click any fishing spot multiple times a message will pop up exclaiming "You are already trying to catch fish here-you only need to click once!" This is likely an awareness message sent towards new players of Runescape. to be honest, the only one I'd go for there is removing the differing skill reqs, the other two have a host of issues. There are also 'ominous fishing spot's at Mudskipper Point, but these cannot be fished from.
